Philip D. Scroggie, Executive Director, is a highly experienced professional in the oil, gas, and LNG industries with more than 45 years of expertise in project management, consulting, contract management, and negotiation strategy. He has worked with major organizations including Commonwealth Energy, McDermott, and Marathon Oil, building a distinguished career focused on delivering complex energy projects successfully and efficiently. Mr. Scroggie holds a bachelor’s degree in Construction from Guildford College of Technology and is affiliated with the Australian Institute of Project Management. Throughout his career, he has been recognized for leading projects under budget and on schedule, including involvement in an 8 billion dollar LNG project in 2025. At Marathon Oil, he also led initiatives that improved project management systems at the University of Texas. Beyond his professional accomplishments, he is dedicated to mentoring others and helping professionals advance through the ranks. Active in his church community, he serves as a Eucharistic Minister, Eucharistic Visitor, and Verger at Emmanuel Episcopal Church of Houston.
