Dr. Kenneth E. Richter Jr. is an international healthcare leader and physician whose career spans clinical excellence, executive leadership, and national policy. A three time combat veteran and Purple Heart recipient, he has spent more than a decade shaping medical operations, mental health strategy, and governance at the highest levels of the Department of Defense. Dr. Richter has served as an advisor to the Secretary of Defense for mental health and held senior leadership roles across the United States Navy, Walter Reed National Military Medical Center, and Headquarters Marine Corps. A Distinguished Fellow of the American Psychiatric Association and a Certified Physician Executive, he brings deep expertise in human capital, behavioral health, and large scale systems leadership. He holds a doctorate in osteopathy and is a licensed physician in Virginia. Recently transitioning from military service, Dr. Richter is focused on making a lasting impact in the public sector, guided by a philosophy centered on service, growth, and meaningful contribution rather than financial gain.
