Dr. Leah D Pouncy-Dean leads 1Archangel Services Inc., a foster and adoption agency based in Stafford, Texas, as Chief Executive Officer. In this capacity, Dr. Pouncy-Dean directs agency operations and community outreach that provide critical support to children and families, strengthening foster care systems and promoting stable, nurturing environments.
Her comprehensive expertise encompasses entrepreneurship, program direction, nonprofit and public service leadership, public relations, human resources, staffing, program development, community outreach, and foster care and adoption advocacy. Dr. Pouncy-Dean is additionally known for licensing support for child-placing agencies, helping organizations meet regulatory standards and expand their capacity to serve.
Throughout her career, Dr. Pouncy-Dean has advanced hands-on initiatives that address urgent needs while building long-term solutions. She has organized donation drives, community events, and outreach efforts that deliver resources and emotional support to vulnerable youth and their families, and she is recognized for maintaining above-minimum standards at her agency. Her program development work has expanded access to foster care services and strengthened organizational capacity across social service systems.
In addition to her leadership at 1Archangel Services Inc., Dr. Pouncy-Dean oversees TXNEAD, a multifaceted organization providing staffing, consulting, IT/GIS services, DNA test, UA testing and project management for public agencies and community partners. This work reflects a systems-focused approach that aligns technology, staffing, and program management to improve service delivery and collaborative outcomes.
Dr. Pouncy-Dean’s background includes service as an adult supervision officer for the Probation Department, and family court professional, along with earlier experience in the mayor’s office from 1986 to 1989. She has spent many years helping agencies attain licensure and brings more than 22+ years of leadership experience to her executive roles.
A graduate of Texas Southern University where she was elected the current V.P of Finance for The College of Language Arts and Behavioral Sciences. Dr. Pouncy-Dean holds the LCPAA, Certified Mediator, Certified in both DNA and UA Testing, Certified Chaplain, and Certified Home Inspector for Homeland Security credentials. She is also services on the Black Heritage and Ticket Committees for the Houston Livestock Show and Rodeo. She is also an upcoming author, mentor, and public speaker committed to empowering others through knowledge and opportunity.
Grounded in compassionate, service-driven leadership, Dr. Pouncy-Dean emphasizes collaboration and education to ensure children receive both immediate care and long-term stability.
