Philip D. Scroggie – Executive Director

Philip D. Scroggie has built a distinguished international career in the oil, gas, and liquefied natural gas industries, bringing more than 45 years of experience to complex energy projects around the world. Recognized for his expertise in project management, contract management, controls, negotiations, and consulting, he has helped major organizations successfully navigate demanding projects while maintaining a focus on cost, schedule, and operational performance.

Throughout his career, Mr. Scroggie has worked with leading organizations including Commonwealth LNG, McDermott International, Technip Energies, Cameron LNG, and Sempra LNG. His responsibilities have encompassed project management, contract strategy, contract negotiations, claims resolution, consulting, and the development of systems designed to improve project execution. His international experience and willingness to go wherever a project requires have enabled him to contribute to major energy initiatives across diverse markets.

Among his significant professional accomplishments, Mr. Scroggie contributed to an approximately $8 billion LNG project in 2025 that achieved key objectives on time and under budget. As a consultant, he also assisted Marathon Oil in developing and rewriting its project management system and has provided contract and claims resolution services to organizations including BP and Sempra LNG. His work reflects an ability to combine strategic planning with disciplined execution across highly complex projects.

Mr. Scroggie earned a bachelor’s degree in Construction Management from Guildford County College of Technology, completing his studies from 1974 to 1977. He also pursued professional development through the Australian Institute of Project Management, further strengthening the project leadership and management expertise that has defined his career.

While his professional accomplishments span decades and major international projects, Mr. Scroggie considers helping others advance through the ranks among his most meaningful achievements. He has consistently valued the opportunity to share his experience, develop emerging professionals, and help colleagues build successful careers of their own.

Beyond his work in the energy industry, Mr. Scroggie is deeply committed to his faith and community. At Emmanuel Episcopal Church of Houston, he serves as a Eucharistic Minister and Eucharistic Visitor and is classified as a Verger. Outside of his professional and community responsibilities, he enjoys tennis, theater, opera, and travel.

Looking ahead, Mr. Scroggie plans to continue applying his extensive experience to the energy industry through project management, consulting, contract strategy, and negotiations. Guided by a philosophy centered on mobility, adaptability, and putting in the necessary effort, he remains committed to helping organizations execute complex projects successfully while sharing the knowledge gained throughout more than four decades in the field.
